Syrian Government Delegation Briefing Packet

The Syrian Government Delegation to the CDC is composed of negotiators selected by President Bashar al-Assad. The Syrian Government Delegation believes in the continuation of the Syrian Government under Bashar al-Assad, and is supported in this endeavor by the governments of Russia and Iran. Although the Syrian Government Delegation has agreed to participate in the CDC, the delegation will likely seek to keep the text of the draft as close to the 2012 Constitution as possible, with few provisions limiting the security sector and granting the President exclusive authority over the armed forces. For the purpose of this simulation, the Syrian Government Delegation represents one half of the CDC’s membership.
