General People’s Congress Briefing Paper
The General People’s Congress (GPC) is the party of former President Ali Abdullah Saleh, who stepped down in 2011 following popular protests. The GPC has been the ruling party, either alone or in a coalition, since Yemen’s 1990 unification. Though Saleh stepped down from the presidency, the GPC remains one of two major political parties comprising the interim government. Yemen’s current president, Abd-Rabbu Mansour Hadi, who was Saleh’s vice president, is a member of the GPC. Saleh himself has an immunity agreement, but he has still been politically active throughout Yemen’s transition. Many observers suspect that Saleh and his allies within the GPC are contributing to continued instability in Yemen and trying to disrupt or stall the transition process. The GPC itself is divided internally among members loyal to Saleh and those loyal to President Hadi.
