Negotiating a Resolution to the Euphrates-Tigris River Basin Dispute
The purpose of this negotiation simulation is to surface key issues relating to water use and management in the Euphrates-Tigris Basin, as well as the possible impact of water resource development, such as Turkey’s Southeastern Anatolia Project (GAP), on neighboring states. It is important to note that the objective of the simulation is not to reach consensus on any specific topic or to generate a specific management agreement. Rather, this negotiation simulation is designed to stimulate debate, address points of conflict, and identify potential solutions.
Briefing Packets
To provide the necessary information to conduct the simulation, this briefing packet identifies the main parties to the debate and their relevant interests and provides a brief overview of the issues to be debated. The participants have been divided into five delegations: the Government of Turkey, the Government of Syria, the Government of Iraq, the Kurdistan Regional Government (KRG) in Iraq, and the international community (comprised of representatives from the United States, the European Union, and the League of Arab States). The simulation will proceed along a structured agenda provided in Annex I.
