Negotiating Security Sector Reform in Yemen
The purpose of this negotiation simulation is to identify key issues and potential solutions to points of impasse regarding security sector reform (SSR) that could arise during hypothetical negotiations in Yemen between the Joint Meeting Parties (JMP), the General People’s Congress (GPC), and non-state armed groups, including the Houthi, Hiraak, and tribal militia. The negotiation simulation has been developed using the methodology employed by the United States (US) Department of State’s National Foreign Affairs Training Institute, which runs similar negotiations to train US diplomats prior to international negotiations.
